Why UAE banks and payment firms may ask more questions

UAE-regulated financial institutions are expected to screen transactions and the parties involved. The UAE Executive Office’s targeted financial sanctions instructions require screening and action on confirmed or potential matches. A 2026 Central Bank of the UAE thematic review also examines sanctions-screening controls among payment, card and stored-value providers.

The UAE framework includes the UN Consolidated List and the UAE Local Terrorist List. The UN Security Council Consolidated List covers designated individuals and entities under its sanctions regimes. In practice, a UAE institution may also consider restrictions relevant to its foreign branches, correspondent banks, settlement currency and internal policy.

A Russian destination does not make every payment prohibited, and a personal purpose does not make every payment automatically acceptable. The names, banks, ownership, purpose, goods or services and jurisdictions in the chain all matter.
